Executive Order 50 in 1977 established the Manpower Services Division within the Department of Industry, Labor and Human Relations (WIHV85-A482). Executive Order 14 in 1979 replaced this Division with the Employment and Training Services Division. By 1986, its duties were assumed by a new Employment and Training Policy Division (WIHV90-A1112) within the Department. The Governor's Employment and Training Office was created by Executive order 14 in 1979 to assume the function of the State Manpower Council (see WIHV85-A909). Its duties were expanded by Executive Order 4 in 1983.
