Executive Order 50 in 1977 established the Manpower Services Division within the Department of Industry, Labor and Human Relations (WIHV85-A482). The Governor's Employment and Training Office was created by Executive order 14 in 1979 to assume the function of the State Manpower Council (see WIHV85-A909).
